Union Commerce and Industry Minister Piyush Goyal is gearing up for a significant trip to Brussels this week to engage in high-level talks regarding the much-anticipated India-European Union (EU) free trade agreement. Scheduled for January 8 and 9, Goyal’s visit coincides with the final and most challenging phase of negotiations. He is set to meet with Maros Sefcovic, the EU’s executive vice-president and commissioner for trade, to tackle sensitive issues that have hindered progress. Before arriving in Brussels, Goyal will make a stop in Liechtenstein to discuss enhancing trade and investment connections.

Key Meetings in Brussels

In Brussels, Goyal will have crucial discussions with Maros Sefcovic concerning the India-EU free trade agreement, which has been under negotiation for several years. The talks are in a complex stage, with both parties working to resolve remaining issues. Accompanying Goyal will be Commerce Secretary Rajesh Agrawal, underscoring the diplomatic significance of this mission. The discussions are particularly important as they aim to bridge existing gaps in negotiations, which Agrawal referred to as entering the “most difficult” phase in December. The urgency is highlighted by the EU’s carbon border adjustment mechanism, which could impact Indian exports.

Trade Relations with Liechtenstein

Prior to his Brussels meetings, Goyal will visit Liechtenstein on January 7. This visit aims to fortify trade and investment relations between India and the small European nation, a member of the European Free Trade Association (EFTA). The EFTA includes Iceland, Norway, and Switzerland, with India implementing a free trade agreement with this bloc as of October 1, 2025. Strengthening ties with Liechtenstein is viewed as a strategic maneuver to enhance India’s presence in European markets and facilitate smoother negotiations with the EU.

Progress on the India-EU Free Trade Agreement

Negotiations for the India-EU free trade agreement resumed after an eight-year break, with discussions revitalized in June 2022. The 16th round of negotiations took place from December 3 to 9, focusing on key topics such as trade in goods and services, investment, and technical barriers to trade. The EU stands as India’s largest trading partner in goods, with bilateral trade reaching $136.53 billion in 2024-25. Indian exports to the EU amounted to $75.85 billion, while imports were recorded at $60.68 billion. The EU seeks notable tariff reductions in several sectors, including automobiles and medical devices, while Indian exporters look forward to significant benefits in garments, pharmaceuticals, and steel.

Future Prospects and Challenges

As negotiations continue, both India and the EU are eager to finalize the free trade agreement, which encompasses 23 chapters covering various areas such as customs, trade facilitation, and sustainable development. The EU’s demands for reduced tariffs and stronger intellectual property rights contrast with Indian exporters’ aspirations for increased access to European markets.
